My Video Plays Choppy On Youtube HD

Hey there I'm trying to get upload my vide on youtube HD before I send it out to people in the industry a and it plays really choppy and I'm at a loss of what to do as I've tried several presets. Here are the facts:

My friend has an old director youtube account before google bought youtube so he has no limit on size or length and the film is 13 minutes long and 1.1gb big. We used the guideline from youtube with H264 and several off Ken Stones site also changing up keyframes every 15 than 30, shortening bit rate ect.

I cant do Vimeo as youtube has better picture quality and cause we shot Sony EX 1 at 30 frames edited with FCP when we try making a video at 24 frames like Vimeo wants we get choppy video.

Anyone have any ideas?
