Starfall is a hacked system menu that, among other things, lets you run out of region original wii and gamecube games and block updates on said games.
That is all stuff you can do with standard homebrew programs without running the downgrader and risking bricking the wii.
Also, since starfall only runs on wii's with firmware 3.2 any games or wiiware titles that require a later firmware cannot be run.

You dont have to do either. Firmware level has ZERO effect on modchip function. It only effects homebrew, and every single homebrew program will work exactly the same on firmware 3.2 or 3.4 once you install the IOS16 patch.

Just so I'm understanding correctly, if I do a IOS16 update, I can run any new game? For instance, I recently burned Animal Crossing but it asks me to do system update. If I do the IOS16 update, the game will work then? I'm not at my Wii now but I thought I did the IOS16 update already. I am running 3.2U, WiiKey2, and HBC. Thanks

No... You're a bit confused... You see, animal crossing contains the 3.3 update and an IOS patch for the wii speak microphone. Installing IOS16 has nothing to do with either of those so it wont do anything.
IOS16 is an older IOS patch that is overwritten by firmware 3.4. Reinstalling it will restore homebrew function.
If you're using an animal crossing version from your wii's home region then you can just let it update. As has been covered many many times in the past, its perfectly safe to let updates on games from your wii's region run. The 3.3 update on animal crossing wont effect your homebrew channel or modchip function. If its from a different region then you dont want to let it update.

Thanks for the quick response. I have numerous burnt games and I don't know if there PAL or NTSC. Is there a way of telling?

Opening the game ISO with brickblocker or trucha signer should tell you what the region of the game is.
