I just downgraded my PSP today and was looking for a good homebrew program to test my CFW on. I decided on CS Portable, considering I have all the CS PC games, so why not on my PSP. I then downloaded it and saw that it was 30MB. Obviously this was not a problem for my 1GB stick. So I copied all the needed information into my GAME150 folder, and after about 1 minute, the transfer speed was at about 20KBps and it said it would take about 18 minutes to complete. Not to metion the speed was DROPPING. Before I downgraded, this was not a problem, file transfers were at about 1MBps. I was wondering if there was any fix for this...and I am wondering if I clear my memory stick, will I still be able to use CFW?

I would suggest formatting the MS, you can do that on CFW.
Back up any important files/Pics you want, and re-format. You should not see any slower transfer speeds. What FW is your PSP running?
