Wiigator error -- failed -1017

I downloaded the homebrew channel and everything worked fine there. I tried to install the cios installer in the wiigator and I got 15 of 15 downloaded then it said
failed -1017
install return-1

I also went into the wad manager to uninstall IOS16-64-V257.WAD
When I tried to uninstall it I get

deleting ticket...ERROR (ret=-1017)
deleting title contents...error(ret=-1017)

Any ideas???

Follow this guide HERE to fix the limitation newer firmware places on the system (limitation is cIOS/WAD file instillation are blocked).

Following the linked guide fixes this limitation.

I get the 1017 when installing the wiigator cIOS 36 rev 7 and I have done the oct 23 fix and downgraded firmware to 3.2E and installed starfall.
What could this be? Any ideas as I am stuck here.
