You dont need to downgrade. Just follow the first 3 steps of the downgrade guide here http://gbatemp.net/index.php?s=572be6275...howtopic=112945
Once you do that you'll be able to install the cIOS needed for the backup launcher.
Edit: Despite what others may tell you you DO NOT need to downgrade. If you really want to downgrade then you can, but by following the first part of the downgrade guide to unlock the downgrader on a 3.4 wii you'll also have unlocked everything required to play backups. So the actual downgrade process is just an extra step that you dont need and is somewhat risky to boot.

If you don't downgrade then it's pretty safe. The bigger risk is in downgrading the firmware. But like you said, nothing is 100% safe, so you're taking a risk. But I've personally never heard of anyone bricking the Wii by soft modding it unless they tried to downgrade the firmware too.

Where does it say on the downgrade guide (step 1 to 3, http://gbatemp.net/index.php?s=572be6275...owtopic=112945) to do that?
You just need to follow step 1 to 3, install the cIOS needed to use Backup Launcher, load the Backup Launcher from the Homebrew channel, load the game, and thats it......
