Editing .APP files for new themes?

I can't seem to find anyhting on how you edit your 00000042.app file. When you download themes for softmii, they're all 00000042.app files edited to make your wii look a certain way. It's easy enough finding themes, but i can't find any program to unpack .APP files.

I read about a program called Healthwii, but nothing came up in google search. :l

Thanks again for help, i'm really new at this stuff and i guess I just suck at finding things @_@

And ontop of that, WiiBrew is down for some reason.
