I did manage to power the fans up on the board but it was from the solder points off the mains on the board,but when I did that it still come up 2 red lights pretty much straight away so I removed it.
I think that it may be a little chip that is just in front of the fan connector on the board may be damaged.
see apart from the fan the xbox powers up fine
