Dude, the game will never work until you get CIOS installed. Make sure the serial of your wii isnt' LU64

After IOS 257 is installed, reboot then install CIOS. Is your wii connected to the internet? Are you sure you install IOS downgrader? IOS is different from CIOS

Ok so I'm just gonna put everything i have done so far here.
First i have a modded european Wii with a Wii key which is updated to 1.9s. Next my firmware is 3.2E which i got from successfully downgrading my Wii. My serial key is NOT LU64. I have the Homebrew channel installed and both backup launchers Gators and the other one.

Now i can't play guitar hero world tour when i run the game it says that the CD can not be read. I used Sony DVD-R to burn all my games and so far all of them have worked. First I have installed IOS 257 and CIOS rev 10, I know this because when i start the backup launcher it says that I'm using IOS 249, with this i was not able to run the game with or without the backup launcher. Next i tried extracting the IOS files embedded in the game ISO, once i did this i installed them through the WAD manager 1.3 and this did not work either.

So far I've tried everything that i could find related to the subject and everything i could think of but nothing works yet. So please if you have any ideas post them here everybody's help is greatly appreciated.

Do everything that was suggested. That includes different media. More then likely this is a media issue if your getting the disc can not be read error.

Just because previous Sony DVD's worked doesn't mean you haven't come across a bad batch. As well their are different manufactures for Sony media so you might have got a batch that your Wii does not like.

Burn at 4X with ImgBurn.

OMG OMG OMG I love you larrylje. It works i just burned with another batch of sony DVDs and with ImgBurner and it works.

LOL. Try buring the other ones at a slower speed in imgburn too

Chalk it up as lesson learned. Try all suggestions that have been given (fiber32 gave this advice a few post above).
