I softmodded my Wii with the Twilight Hack and i burned a PAL game to a disc. I used the Any Region Changer to change the region setting to Europe and the video setting to PAL. When i restarted my Wii, There was continous scrolling. What can i do to make it back to normal. I am not great with computers.

Black and white scrolling cause by mismatch with the Wii and the TV(PAL and NTSC). Seems like you converted your Wii to NTSC(USA) and connected to a PAL TV. You have put it back the Wii to PAL. If it is working previously not sure why did run region changer?

Also can you try if therea n option on yor TV to change to 50hz or 60 HZ

Its a NTSC USA wii that was changed to PAL with the ANY REGION CHANGER

So: You're Wii was NTSC, but you converted it to PAL.

That means, your TV must be a PAL TV. Or if you have an HDTV it supports both.

Not sure if you can change/force the hardware to behave as PAL? I believe the Wii is hardcoded as NTSC 60hz not 50Hz..i might be wrong..
As far as GAME yes..you can play NTSC on PAL or vice versa not sure if it is the same you can do on hardware...

if u have HBC then you can change the region settings of your wii

I know, software you did change but does the hardware support PAL? which is my point..you can load any software on it but it's hardcoded to NTSC..you have not loaded any game yet do you it's just the Wii menu screen.

Between Japan and USA you can since both using NTSC.

My TV is NTSC but wii works fine on HD.
When i put in Links Crossbow... (NTSC) the console freezes and then i have to restart it. I can put in Resident Evil 4 (NTSC) but then when the game gets to the press start menu it freezes also.

That's because you converted your Wii to a PAL system and you're trying to play NTSC games... that's not gonna work.

Are the games you mentioned retail copies or backup copies? I only ask because you say you softmodded your console but never once mentioned a backup launcher...

Uh... yeah... I know you had HBC at one point, that's pretty obvious. But you never mentioned formatting your Wii and losing HBC. And also, like I said before, you never mentioned a backup loader. It seems like you're trying to load those games in the Wii game channel, but if they're backup copies you can't do that... that's why I asked.

You really shouldn't have formatted your Wii! Formatting the Wii doesn't change the region! Now you will need to find a PAL retail copy of Zelda to do the TP hack again... assuming you're still on firmware 3.4 or lower.

How can we understand if your running around and the information you provided was incomplete..i think you know what your doing.. so probably you can figure it out on your own..try to post what you have , what you have done and what are you trying to do.. then we can help you..
