hello i have the wiinja chip and i think i installed a pal update. so my wii works fine, but it wontt me into my settings

Wii is semi-brick..depends on what firmware you updated if game is 3.3e then you have to find a game with 3.4u - believe your from USA?

What you have is called a "region brick". What firmware version do you have? If your firmware is 3.2 or lower, with a mod chip, auto boot Homebrew channel, and AnyRegion Changer, you have a good chance of fixing this.

i was told if i had the inet already set up on it.
that i could run Cios downgrade and connect to the inet and fix it can i do that

Can you still get to HBC? If not, in order to run cIOS Downgrade, you'll need an autoboot disc that runs HBC or Wad Manager.
