PSN fund problem

i had gotten this $25 american express gift card, i went to go use it 3 times on the psn, first time i added 10$, second time was 5, the 3rd was 8$ trying to buy pain, but the 3rd time a msg popped up saying funds could not be added, so i try again over and over again, so i og and check the card history, it showed my first 2 purchases and the 3rd one of $8 but i never got the funds of $8, so the question being, PSN billed my card but i didnt get my FUNDS, any answers on how this can be solved as their support site is down?

To my understanding and feel free to correct me anyone if I am wrong. When you buy an amex, visa, MC, gift card. Some of that money on initial activation is spent on some type of fee. I am not sure if it's around $5 or more. When you spent $10 then $5 you had $10 left over. When you tried to spend $8 it was not letting you, again I am just assuming that this is why and I could be way wrong. Spending the $ would leave $2 which is not enough to cover the amex gift cards service fee.

yea i checked history, 1$ went to the fee, but PSN billed the card but never gave me my money
