Mine is on top. I would recommend the following three things to check out.

- check the sensor cable for defects. that little tiny cable is so flimsy it doesn't take much to rub a small short in it. If you have one of those wireless sensors, check the batteries lol.

- check the stuff around your sensor and wire. I had my wire too close to a sound sound speaker one time and the interference was the cause. I moved the speaker and cable around and problem solves. The sensor cable is not shielded so you have to be extra careful how close it is to other components.

- check to make sure your sensor power is tuned correctly. In my living room the wii sensor prefers a lower sensitivity setting than when my wii in the bedroom. Often times my wife will move it from one room to another and forget to adjust the signal strength.

Top or bottom does not matter. Infact if you tell it its is on the bottom it will work fine if you actualy put it on the top. I really dont know why that option is there. Also make sure it will not get hit by direct bright light. Sunlight can make the controller do wierd things. Bright light bouncing of reflective objects can also affect the controller.

Also reflective surfaces being near the bar can affect it. So just make sure bright light will not hit the bar directly or by reflection and there are no reflective surfaces next to the bar.
