Some games have issues with rev10 that did not with rev9. Guitar Hero instruments do not work with cIOS36 revisions. WiiUSB Hardware devices do not work with rev9 or rev10.
cIOS36_rev12 fixes those bugs.
But go ahead and stick with your theory. I bet before the end of it you will be installing cIOS38_rev12.
so maybe that's why it wasnt reading my usb flash drive! i thought it may just have not been supported

The reason the Wii USB hardware stopped working was due to the new USB Loader application that was implemented in cIOS36_rev9 and rev10. The new cIOS38_rev12 I think uses 1 slot for the USB Loader application and the other USB Slot lets you use Wii USB hardware devices.
So if you where using the USB device for the USB Loader it should have worked.
If you where using it with some other homebrew application then that could be the reason it didn't work.
