I woke up Thursday morning and it was raining pretty hard and then the power went out and it came back on an hour later, I went to turn on my 360 and I got the E 74 Error. I can only expect that when the power went out that my 360 got zapped. I had my 360 plugged in to a surge protector.

I believe the E74 error is when the video chip goes bad so I would doubt your machine got 'zapped'. Either way, MS will fix it, call them.

E74 is a general hardware failure, including graphics chip.
MS recommends plugging your 360 directly into the wall plug, but i doubt a surge protector could do any harm... send it in if its still under warranty.

I cant send my 360 in for repair because i modded it :\ . I think it might just be my AV cable that is bad because i openened my console and none of the chips look they have come loose and the red light only appears when I plug the av cable into my console, also when i start up the console with the av cable in my dvd drive makes this weird noise like its vibrating and after that the red light appears but if i start up the console with no av cable in it boots up with no red light and no odd noise.

well if you already think you know what it is, why tell us and not test it?
Also, plenty of people have modded their 360s, like me, and sent it in for repair and received a refurb without an issue.
need jtag help? Xbox 360 console repair? PM me or chat

Doesn't matter. Sned it in without the sticker.

LOL? If you send a 360 to ms expecting to get it repaired under warranty when it has no sticker they will send it back unfixed and charge you postage costs.

I have heard rumors of people sending it in with no sticker but that is luck. All depends on the tech who gets it.

I did the detailed error code method(holding the sync button and pressing the eject button) and got a sequence of 1022.

1022 There is high chance it's a scaler chip problem (the "ANA" or "HANA" chip near the AV cable connection) it can also be caused by a faulty AV cable so check that first. In some cases it is a problem with the GPU and may be repairable by doing the x-clamp replacement
