regarding the problem, this might help everyone. Just don't do anything with the IOS on your wii.

While installing cIOS 60 which is definitely one of the important IOS in there, suddenly the power went out. It won't boot to preloader, wont boot the recovery executed from gc controller... so always be very careful.

And one thing, the original threader might forgot to RE-install the preloader? As it is the most common failure from those who upgrading their Wii...
