Help with formating my HDD

Windows XP will not detect my HDD that I put in an eclosure. I want to format it so that I can use it to back up the data that's on my 60GB HDD.
I read that swissknife amd partition magic would be able to do this but so far I am having no luck. I don't see the HDD in swissknife and I don't know where to go in partition magic. Any help or sudgestion would be great. I also have a laptop that has windows Vista so if there's a way I can use format it there please let me know.

Is it picking it up as new hardware or anything at all? If there's a light on the case of the external is it on and showing its got the necessary power? Did the external hdd come with driver cd's?

I think my desktop PC is the issue or it's being picky? SKYNET!!!
Anyway, the PS3 formatted HDD is detected on my laptop that has vista. I was able to initialize it there via the disc management tool. After initializing it I formatted it to NTSF. After formatting it to NTFS I again made an attempt to connect it to the desktop PC so I can format it to FAT32. No luck as it's still not detected. At this point I'm ready to throw this at something. After more research I found out that Vista cannot format a HDD that is more that 32GB...After more research I found a very small basic program that will format any size HDD to FAT32. Weird part is my desktop PC will still not detect the newly FAT32 formatted HDD but will detect my 16GB Kingston Data traveller that is formatted to FAT32.Anyway the 160GB HDD is now detected by my PS3. The software that I found was I guess developed by a german fellow and its called FAT32formatter version 1.0

BTW the fat32formatter v.1 is vista compatible :)
