This is usually due to not having the proper WAD file at the root of the SD Card when choosing WAD Install.

To avoid this error and if you have WiFi change the installation method from WAD Install to Network Install by pressing right 1 time on the D-Pad when it asks what method you want to use.

If you don't have WiFi then google IOS38-64-v3610.wad and download it. Then place it in the root of the SD Card. Now choose WAD Install as the instillation method.

There have been multiple threads already on how to get Wii Sports Resort working.

So do a search.
