I need help converting 60fps to 30fps for YouTube HD videos

So for the last 2 months I've been uploading some game-play videos of various sorts to YouTube by using Fraps to capture the game-play and using VirtualDubMod to re-size my videos to 1280x720, take out the embedded audio stream to convert later, and then encode the file into AVC H264 using the FFDShow encoder. I then use a batch in CDex to get the proper AAC audio, and then use FFMPEG to convert the avi to mp4, then use an MP4Box front-end to mux the streams together, and then upload the video to YouTube as an HD file for the best quality.

My problem is, when I do that, it converts the file to 30fps when I have it at 60fps before I upload, so although the audio is sync, I just think it looks bad because it's not as fluid as the original playback when it's reduced. I want to find out how I can change the framerate to a fluid-looking 30fps before I encode using either AVIsynth or Sony Vegas, but want to still use VirtualDubMod to encode to h.264. Can anyone help me out?

In the second video the person used Sony Vegas to edit it, but I'm not sure how to do so myself without it messing up the cropping, plus the quality of the encode with Sony's AVC is very poor in comparison, so I would like to know if there's a way in AVIsynth or Virtual Dub.

In VirtualDubMod, if you select 'Video' > 'Frame Rate' > 'Frame Rate Control' > 'Frame Rate Conversion' and enter a value in 'Convert to fps', how does it look.
