The leak happen in FRANCE so if they see a gamertag from another country (us,canada..) playing the game early they investigate the gamertag further.

If they dont know how it works, then most likely they are just ripping off publishers for their own personal gain and deserve to be banned. Unlike some of us true gamers who still purchse games.
