Possibly avoid ban wave?

So I've been thinking of ways to avoid the inevitable ban wave this november (most likely this november anyway). When I say I've been thinking of ways what I really mean is I pondered it for about 3 minutes. But this is what I came up with.
Every year, before the predicted ban wave, just make a new account. Why risk getting your xbox banned from the possibility of a tagged account when you can just cancel it and make a new one? Am I right or would they detect the information on the other profile even though you would be signing into live with a new one

MS doesn't ban the account tag. They ban the console i.d.
