What is needed to play burned wii games?

I am somewhat confused. I have found two answers that a wii does not need to be modded to play burned games? If anyone could just give me a brief tutorial on what you need to play burned games on a wii I would greatly appreciate it.

You can softmod (uses applications) or hardmod (uses a modchip that is installed to the DVD drive).

There is a softmod guide in my sig.
