If a game is region locked, you can't rip it in a certain way to be region free.

If a game is region free, you just rip as you normally would. You don't have to do anything special if it is region locked or region free.

So are you saying that some retail games are region free? I assumed that all retail copies are locked to their region of origin, and that when you see region-free rips for download, that it was because it was made region-free during/after the rip.

The majority of games are region free.
Here is an example of region lock. Forza 3. The DComics release was a NTSC-U source, and it is NTSC-U region locked. There is no way to go about changing to region free. Now there is the Allstars release that is PAL region locked. If there truly was a way to unlock regions when ripping, there would be no need for NTSC-U/J or PAL. Another instance is FIFA 10. The Europe release date was October 2nd (I believe) and it was PAL only (NTSC-J came shortly after). The release for FIFA 10 in North America is October 20th and it will more than likely be NTSC-U.
So when a game is created/manufactured, the region is set at that time. Whether it be Region Free, PAL, NTSC-U, or NTSC-J, there are no methods to unlock the game.
