How do I get HBC on a 3.1E WiiKey system?

Hello everyone,
How do I go about getting the homebrew channel on a Wii with 3.1E firmware and WiiKey running update 1.9s?
The Goal is to play MadWorld and set myself up for playing off a usb harddrive for future games.
Other posts I've read need you to start with 3.2E firmware, but there is no way for me to get this on my Wii.
Any help is appreciated,

Not sure what guide you were looking at but this says 4.1 or below. http://forums.afterdawn.com/t.cfm/f-154/...2_guide-797772/ Have a really good read through before doing anything.
