Hey, I was just going to have a PSP on December for my bro, so does it work on higher firmware? I downloaded the 0.46 version, does it work on 2.00 and up?

Seriously, DevHook is so dead. You need a custom firmware, but when you buy a new PSP now they are pretty much unhackable, because the update with custom firmware on them is just temporarily, every time you switch the PSP off they go back to original firmware.
But to answer your second question, there is no homebrew exept from downgraders and ChickHEN that work on original firmwares above 1.50.

Xbox 360: Slim untouched with a faked 320 GB harddrive for XBL, phat with LT 3.0, played Halo early, so going on live would be an instand ban, also with a faked 320 GB harddrive
PS3: Untouched 160 GB Slim, 60 GB Fat with latest Rogero and 160 GB internal harddrive.
PSVita: hardly ever play it
GameCube: Black with a Viper chip installed. With gameboy player. Trying to get a Wavebird controller.

When I was lil, I got a PSP on X-mas, even though I didn't want to, but I got it... So, when my aunt went to Manila, My games already have ISO games and I have DevHook. I was impressed, but still I trust DevHook. I found an "Unsure" answer: You need 1.50 Firmware to make the loaders work. Is it really correct?

As I said, you need custom firmware. Don't get a PSP 3000, they are mostly unhackable. Best for you would probably be a 1000 (Fat), they are easiest to hack and seeing your knowledge base. The newest official firmware is 6.10, newest custom firmware is 5.50 GEN-D.
The last realy working DevHook version was 0.52 emulating firmware 3.10 back in summer of 2007. There was an installer for DevHook 0.6i supporting firmware 3.40 but that was never realy finished. So for any game that's newer than 2 years you need custom firmware.

Even though I'm a Techno Geek that studies gadgets that I obtain, I really can't understand the most of your saying, but I'll just have to find it out for myself or someone gives me an answer. ok.

I was planning for PSP-2000 which is less expensive than 3000 or more (If you haven't read, I'll repeat, The PSP is un hackable, like this dude said). I don't know, the truth is that I'm not really gonna buy the PSP for my bro... My Grandfather will, I'm from the Philippines and he lives in America, he sends free gifts for us, I wanted a Laptop, cause my other bros keep destroying the family computer. For now, since I had a PSP (if you read the discussion), which was stolen (such a crap), then my bro wanted 1, i prepared games already for him and of course, Devhook 0.46, any one knows how to download a PSP downgrader 3.00 - 1.50 or lower? tell me all downgraders and Loaders that load ISO games that can be used for the firmware 1.50 - 3.00, please? (sorry for long reply) (*_0?

For the downgrader: No, MPH downgrader won't work anymore.
Just google Magic Memory Stick and Pandora's Battery.
And for a slim, you need Custom Firmware. PSP Slim doesn't support the 1.50 Kernel anymore. So no DevHook (ok, I guess you could use DevHook to emulate 3.00 on 5.50 GEN-D2, not that that would be of any use).
