So my xbox 360 elite has been banned, i'm now planning on trading it in and buying an arcade. I own three or four live arcade games and was wondering if it was possible to swap the hard drives and for my arcade then to play these, along with my game saves too.

It seems that when you get banned, your gamertag and game saves show up as corrupt when you connect your hard drive to a new box. If this is the case, what you could do is format the hard drive, recover your gamertag on the Arcade, then redownload your games. You would lose your game saves, but you'd be able to play the games just fine, although you would have to be logged into Live with the gamertag that downloaded them in order to play them, unless you do a license transfer on Microsoft's site.
I would certainly try just connecting your hard drive to the new Arcade first, just to see everything works, but many other people are reporting that their gamertag and saves are corrupt, so they have to use the recover gamertag option.
i wasn't aware you have the licence to "re-deownload" your arcade games, oh well then ill just reformat it then if it is corrupted and download the games again like you said.

Once you've paid for a game, you can re-download it as many times as you like as long as it's still on Live, but if you download it using a different console, hard drive, or both, you need to be signed into Xbox Live with the gamertag that originally paid for the game every time you want to play it, or the game will just revert to being a demo. If you use the license transfer tool on MS's site, downloaded games will work online, offline, and any gamertag(s) on that console can use them. You can only use the license transfer tool once per year.
