DLC threads are getting just as bad as BANNED threads are.

This has been asked and discussed numerous times within the last few weeks in other threads. There really is no need for another.

When you download DLC to a console, it can be played online or offline with any gamertags on that specific console. Make a new gamertag and you'll see that this is the case.

The exception to this is if you download DLC and then you switch consoles (through the RROD or whatever). If you don't use the license transfer tool on MS's site then DLC is only accessible when the gamertag that downloaded it is signed into Live, which means that if you're banned, you lose access to the DLC completely unless you buy a new console.

No, it's done through Xbox.com: -

You sign in on your new console using the gamertag that downloaded the DLC and then you use the tool on that web page. Then you need to re-download your DLC and XBLA games, although it only actually re-downloads the licenses so it only takes literally a second for each piece of content. You can only use that tool once per year.
