In June, we reported that Apple had blocked a fully-licensed Commodore 64 emulator from the App Store, claiming it violated the iPhone SKD Agreement. ...The real reason it was not approved is because the approvals are based on the results of a random number generator, and clearly have nothing to do with the rules they have posted.
