MW2 is wave 4 and chances are the fw on your 360 does not support this. If you've got ixtreme 1.6 use the activate disc, use search to find out what that is.
heard of this problem before, if you dl'd it you might want to get another copy, there was a release of this game that was tampered with. RROD released a version that was not touched and this is the one you should get.
you don't need the active ISO disc as you have 1.61 fw
