I have a dell monitor with a blue and a white plug in the back of it. The white one gives me a better picture but the xbox360 VGA cable connects to the blue one. Do I just need a HDMI to DVI cable to play with a better picture or something else?

They are both going to be about the same, the white one is DVI and it is digital compared to VGA which is analog. If you want to invest in an HDMI cable and use a DVI to HDMI converter that wouldn't be a bad way to go but if you already have the VGA cable its a lot cheaper to stick with that then have to buy a $20 HDMI cable.

While VGA and HDMI/DVI are theoretically very close in quality, I have found that the 360's VGA output looks pretty washed out and not vibrant compared to the HDMI output.

HDMI and DVI are the same thing anyway, except for audio. A 10' HDMI cable can be had for literally $8. An adapter is less than $10. Totally worth going HDMI-->DVI, if you ask me.

HOWEVER...in order to do this, you will need to have the AV cable plugged in as well to get audio. HDMI and AV cables won't fit in their ports unless you remove the plastic case from the AV cable.

$38 on new discs -- Check
$15 on burn after burn that showed as a DVD -- Check
$11 on new laser -- Check
$28 on new multimeter -- Check

and for the audio somone gave me the audio adapter that comes with the 360 licensed HDMI cable so I should be good for sound.
