you dont put it inside the \PSP folder... that is wrong
you put ISO into the root of the memory stick... so if your removable drive is F drive the path would be
ok i put it in x/iso, but still doesnt show up, is it because i changed the name with a .iso? because when i downloaded the game it was a rar file. so i renamed it.

You need to rename the iso file to its original name. For example if it was first called GTA.rar and you renamed it to GTA.iso, switch it back to GTA.rar and extract with winrar, then you should get an iso.
ok i downloaded a new game guitar star hombrew game but i cant extract it it and its a rar file. i can right click and it says choose program to open, but it doesnt show to extract it.?
wait hold on i opened it with winrar and the game folder says psp and has all the stuff like eboot, pictures, is this correct, or is it just supposed to be .iso.
PSP GAMES are in iso/cso format. Homebrew come in folders with eboots, pic, other stuff. For Guitar Star lets suppose you extract the whole thing. It will be in a directory like this:
*PSP/
*GAME/
*Guitar Star(or something similar)/
eboot.pbp
pic
etc...
Copy the Guitar Star folder to your PSP into PSP/GAME.
