If I want to play the latest games on my 3.2e Wii do I just need to update this?
Using the Neogammer R7 to boot the games

If so, would somebody be as kind to link to a download for it,
And if there is anything else would they be ever kinder and link me to that?

Yes you should be on cIOS38_rev14. But this still might not play every new game. You may need some newer IOS installed.

You can find cIOS38_rev14 in the guide I have in my sig. I would also recommend you follow the DOP-IOS part of the guide to make sure you have the latest IOS's installed and patched.
