zoom in to a certain part of a video?

what program can I use to zoom in on a certain side/portion of this video clip I have. I have multiple people dancing on this clip but when I watch it I just want to zoom in on one person. Any program or help would be great. Maybe some thing like a media player with a scroll bar that I can scroll in the dirciton of the where the person is ? So.. please help

The only option I know is to purchase a hardware unit from Canopus called the TwinPact100:

It runs about 600 bucks, but if you are going to be doing a lot of what you are referring to, I recommend it.
