First, my Wii is a Japanese 3.2 with wiikey 1 updated to 1.9s. My sister's boyfriend semi bricked it with a US Wii Fit yesterday. All the semi brick fixes I found are like a year old, none work for me. What's my best option here?

You could always try using NUS to download 3.2J system menu and install it.

Make sure you tick the Pack>WAD box so it is packed into a WAD file which you can then use WAD manager to install.

You don't need to downgrade.

As I said use NUS to download system menu 3.2J and install it using WAD Manager.
