If you mean putting that DLC on your hard drive using your PC instead of connecting to Xbox Live to get it, then there are two problems with that.
The first problem is that it won't work without a console that has been hacked for homebrew. The second problem is that doing the homebrew hack will get you banned.
In other words, you can't do anything like that without the most severe threat of a ban.

Correct. So then, if that is really important to you and you are willing to spend some money on your gaming hobby, you have a few options to get the best of all 360 modding worlds. Basically, you just get 'specialize' multiple 360 consoles.
One way of doing this is by having one 360 for only single-player and local multi-player gaming. This machine would be homebrew hacked to play all Xbox Live Arcade games, DLC extras for games, games from the hard drive without the use of an actual disc, and additional features, like running emulators for arcade games, SNES games, Sega games, etc, as well as being able to run Linux on it. So that's a pretty big feature list with the one big downside being that there is no way to use it on Xbox Live.
So then you can get an unmodded 360 and modify it with the latest firmware and be very careful about the games you play. You will only play on Xbox Live with the console. Of course by modding the system, you risk a ban. If the system does get banned in the next wave, you can sell it and buy a new one just to mod it and start all over, or you can just do the legit thing and not mod it at all, in order to never risk a ban.

In general, hard drives are okay to switch between banned and unbanned consoles. I imagine that translates to homebrew as well. The only problem would be if you decided to add the content directly to your internal hard drive rather than an external, USB hard drive. In that case, MS can probably detect it and therefore you would be putting your legit console at risk.
