Can someone tell me why my Super Smash Bros Brawl is asking me to free 128 blocks of memory to be able to save this game? None of the other games require me to free that much blocks. Can I set up Wii to save onto the USB instead? It reports 1700+ free blocks.

Wii saves are set sizes and cannot be resized. So a game that has features like the ability to take pictures and to create custom levels requires a large save file to be able to accommodate all the space that people can potentially fill it up with.

And no, you cannot have the game save anywhere else besides the internal memory. If you're low on space then you'll need to move some wiiware or VC game channels to the SD.
