i have tested my power supply unit on my ps3 and it spikes at 17v when you hit the power switch is it bad then? the ps3 does red stand bye, hit the power and then it goes green, flashes blue then flashes yellow then stays blinking red. thanks

Certainly sounds like a bad PSU...It should not make voltage spikes...but it is hard to say if the issue is being caused by the spikes themselves or something that has already been damaged by the spikes. If you happen to have a spare ATX power supply, you can test the system with that.
