If it is the VIA 6421, you need to remove the driver (vsmraid.sys or viamraid.sys).

So after i do that what do i need to do nextor install next to proceed with modding with the card?

Once you have removed the VIA driver, reboot Windows and then start JF v1.70. JF will run the portio driver for you and you should be able to find your MS-28.

So I don't need to install port io32 manually jungle flasher 1.70 takes care of that for me?

Correct, start up JF and look in the log. It should say portio is running.

Well it is going to be either viamraid.sys(winxp) or vsmarid.sys(vista/win7). You can find it C:\WINDOWS\system32\drivers folder. Don't delete, just remove the .sys file from the folder then reboot.

Make sure you have .Net framework 2.0 or higher installed on your PC.

Check Add/Remove programs or Program features under Control Panel. You can use the Samsung MS-28 tutorial in my signature.

an easy trick I use to remove the via drivers is just rename from viamraid.sys to viamraid.sys.bak...that way whenever you want to use the via drivers again (like ripping in 0800 mode for example) you just remove the .bak and reboot again and you'll be good to go

thanks a lot you have been a big help. I just installed .net framework 3.5 just to make sure that wasn't my issue. going to try it again.
