PSP Wallpaper Changer Help on 5.50GEN D3

I am on a PSP-1001 with 5.50 GEN D3 firmware. I downloaded Hellcat's wallpaper changer 1.20 and placed the wpchanger.prx in the seplugins folder.
I then created VSH.txt with the following info:
ms0:/seplugins/wpchanger.prx

However when I go into the recovery menu/plugins I do not see the wpchanger.prx listed.

Can anyone help me with this?
