The drive that originally does not spin, did it take in and eject the disc normally without incident? Did it ever take the disc in about 90% with a small portion of it sticking out (and/or spinning slowly)? When first turning on the ps3 or attempting to put the disc in did the blue light ever repeatedly blink and/or hear a grinding or gears "rolling" noise?

If you can answer no to each one of those questions, than yes it's most likely not the drive. (I assume you've checked the power cable and data cable that run into the drive and confirmed that it is securely fastened on BOTH ends).

The first thing I would check is to see if this laser you purchased for replacement (assuming you did buy one) might actually be the problem. Since you have 2 ps3s, one working and one not, you should be able to diagnose that. Try putting the laser you purchased into the working ps3 and see if it spins up. Try putting the working ps3's laser into the broken one....try replacing the whole drive the laser you are SURE works, but make sure to remember to swap the controller board as mother and daughter must match (no flashing solution like the xbox 360 has). If all possible combinations still yield the same results, then that truly is baffling. I do know that 95% of the time when a ps3 gets the "perpetual bubble/clock" and won't load any kind of disc, it's a bad laser and won't even spin it up. However, that other 5% of the time I've heard it's a bad BD7956FS IC on the controller board. If you have narrowed down every other possible solution and have some soldering skills, you may want to take a crack at replacing it. This website sells it (I AM NOT AFFILIATED WITH THIS WEBSITE IN ANY WAY) and also re-states what I just said. However, this is most likely not the issue. It's rare for the BD7956FS to be the problem.

i had actually came to that conclusion myself, i bought one off of ebay for 4 dollars shipped from china, so in 3 weeks or so i'll find out if that is indeed the problem. thanks for the post in confirms what i was thinking.

Did you also buy that replacement laser from China? could be a bad laser replacement thats why it wont spin, in order for the disc to spin up the laser has to flash to check that theres a disc in there; it would flash red first then blue since the PS3 has no other way of knowing which type of media you just put inside of it it just checks for both thats why the laser moves up and down flashes then then and only then does it spin and the media is read by the respective laser (red or blue) If you have the drive open check for flashes of blue and red light when you put the disc in you would have to take the drives top part off or take the white magnetic cap off to see the middle porion of the disc while its in the drive being read.
