I have 2 systems, one for online and one modded that if for offline, if i purchase the DLC i want to play for the games i play on the modded and put it on a flash drive will will i be able to play them?

DLC is gamertag locked. If you sign in to your profile on either box, you should be able to play the DLC that you've purchased. Easiest way is to store your gamertag on your USB drive and transfer back and forth between consoles.
