SIS (The Racing Channel) is a satellite channel which I think is only available as a sub to bookmakers but you might be able to enter keys, which you'll find by google, daily to clear it if it is still using Biss.
You can enter keys on Dreambox and quite a few other boxes to unencrypt channels if you have the correct keys and know the encryption method (In this case Biss). As far as I'm aware the keys for that channel are changed each meeting or day so you would have to enter them manually each time you want to watch it most probably. Search google for biss keys and you'll find them.
