I have a soft modded wii (ntsc for USA), and I was wondering whether there was any way for me to rig my wii or put a different softmod on it so it can play NTSC-J games.

Usually softmod will allow you to play games from any region, what method are you using to load backups?

I am using USB loader, however I am not sure if it is a config version. Do you have a link to a tutorial to set up the config version, if not do you have the exact name, or is it just called config version of USB loader?

I always point people to Here There you can find all the Forwarder, Guides, and explanations. If you Google "CFG USB Loader" that is where you will end up. There are many guides I like them.
Use the 56C-222 for use with a FAT32 formatted drive
56C for WBFS
After its all installed and running then any future update can be install from with in the loader from your Wii.
