what do i need to flash a lite-on74850c?

i have a lite-on dg-16d2s(74850c) drive.
i currently have a laptop but can get access to a desktop.
what hardware do i need to be able to flash my drive?
where can i buy it? i have about a 100$ price limit, will that cover it?

as it says, im new to the whole forums thing.

I'd suggest:
Xecuter CK3 Connectivity Kit to power the drive.
Xecuter CK3 Probe II to dump the Lite-On's firmware.
PCMCIA SATA Card to connect to the 360's drive (because it's a laptop).
Power Supply with 4 Pin Molex to power the connectivity kit (because it's a laptop).
