I have ripped a DVD using DVD Decrypter in ISO Read mode , the resulting file is more than 8GB.Is there any way I can use this file to burn to DVD-R , or do I need to rip it again in file mode or use another programme like DVD Shrink?

yes, get shrink. Better yet, use shrink to rip and decrypter to burn.
1) Open shrink, then open disc
2) Click "backup!", then change target destination to "ISO Image file".
3) Check box to Launch DVD Decrypter
4) Click Ok.

When you click "backup", under backup options tab, you can check perform deep analysis to improve quality. But this makes process longer. Also close all windows except shrink.
