Creating theme, need imaging program

I'm working on creating a theme for my PS3. I need a program that can resize images by pixel size and save as PNG 32 bit files. Anybody know a good one?

32Bit PNG? Is this a dynamic theme?

I know I didn't need anything like that when I made my theme...I used photoshop, but I could have done it all from Gimp 2 for Windows.

As for an app that will save to 32Bit PNG, even photoshop can't do that...I doublechecked with CS5 (the latest version), and it only saves 32Bit PSD, PSB, TIF, PBM, PGM, PPM, PNM, PFM, and PAM.

I'm using ps3theme builder and thats how it tells me to save it.
