i fixed rrod on the xbox and i tested the xbox dvd drive without the case and it read the games and opened and closed fine. then i put the dvd drive back together and the drive wont open. i have tried three different tops and all are the same result.

try cleaning all the dust out of the drive. You can also remove the little black rubber band looking piece and boil it in water for a few minutes. Clean the little pulleys the rubber piece sits on before you reinstall it. I've had a couple that wouldn't open with the case on and that solved it for both
