is it possible to burn a non-region 1 dvd (i.e. region 3) to a dvd-r and then play it on a region 1 dvd player?

DVDShrink allows you to make a disc region free or you could run a program in the background called AnyDVD while you are backing up the disc, which makes the back up region free.
One further issue might be the PAL and NTSC format and whether your stand alone and TV support both.
