EA Pre-Owned Games - Did they put on the fee for Live?

In May EA said if you bought any of their games pre-owned (or it may have been just EA sports titles) you would have to pay approx. $10 to get a 'pass' for Live.

Did this happen?

If it did, what games are affected?
