I have the fans set to 85% and on initial boot the memory and GPU is over 60 degrees in FSD. The console is laying down flat and has really good airflow and it has always run this hot. Is this normal? Should I swap out the fan?

Could need new thermal paste. I replaced it on one of mine that was running hot and that helped, I also did it on another one I had just because and they both run great still. Just a thought.

60 idle and 80 degrees celcius while playing is what mine runs at and I have my fans at 100% and I also have shroud sealed to heat sinks for better air flow.

I'm surprised that you haven't RROD'd at least a dozen times at those temperatures. I 12 volt modded my fans, and I don't run above 62C on either GPU, RAM, or CPU after playing for countless hours. My JTAG console is an old Xenon with upgraded heatsinks & stock Fan Shroud. Am I just lucky?

Well haven't had any trouble yet, but since you say yours runs so much cooler than mine I might just pull heat sinks and reapply thermal paste. Just thought it was normal cause I have two jtags and both run about the same, except the other one doesn't have fan modded.
