Alright, I have a hardware a/d mpeg 2 converter. I am making high quality mpeg 2 files out of vhs tapes. I have some software to create dvds, however it makes me re-encode before burning. The reason I got the hardware was to make the encoding go faster. My question is, is there anyway to create the Video_TS folder, VOB files...etc. from an Mpeg2 file without taking hours to re-encode.

It should never take hours to encode, unless, what is the speed of your pc.
Oh and to answer your question, from my understanding, the encoding process is one of the steps thats built into the software. If the file is already encoded, the processs is much faster although it will go thru the motion.
i have a 1.3ghz athlon, with 384 mb of ram. I noticed that the software has that step built in, however I was hoping I could find some software that doesnt need to encode previously encoded material. I'm using WinDVD Creator 2. I've also tried Pinnacle Studio Version 9 and Sonic My DVD. They all try to re-encode, and take a long time. Any suggestions??

You should check out TMPGEnc DVD Author and DVD-Lab. Both have 30 day trials available and neither of them even has an encoder so you don't have to worry about that. DVD Author is cheaper, but also has fewer features (for your purposes it may not matter). DVD-Lab has an incredible feature set, but requires a little more time for most people to learn and it's a little more expensive.
Demux your file (files) first and then use some program to make the dvd, dvdlab is a good choice.
When demuxing your files you get two files audio and video separated *.mpa and *.mpv this operation will not take more than 10 min depening of filesize ofcourse. Then use some dvd program (dvdlab)to make a dvd, you can also make menues etc.
